Janice Kulcsar is a senior organizational and HR consultant with more than 25 years of experience supporting complex organizations with strategic workforce, organizational design, and people systems work.
Janice's consulting experience spans organizational design, performance management, policy and governance frameworks, culture and engagement, strategic workforce planning, and change leadership.
In addition to senior executive and director-level roles within the Government of Saskatchewan, Janice has worked extensively as a consultant supporting First Nations organizations and other public and not-for-profit clients. Her work focuses on aligning organizational structure, leadership practices, and HR systems with broader business and community priorities, ensuring solutions are practical, culturally grounded, and sustainable.
Janice brings deep experience working at the intersection of business strategy and HR, partnering with leaders to translate strategic objectives into clear operating models, performance expectations and fit-for-purpose people practices. She is known for her thoughtful, pragmatic approach and her ability to balance strategic insight with hands-on implementation.
Janice is a Chartered Professional in Human Resources (CPHR) and an IPMA-Canada Advanced Certified Professional (IPMA-ACP), with advanced training in organizational design, change management, executive leadership and project management and is a Certified Leadership Coach. She holds a Bachelor of Arts with a Post-Graduate Diploma in Human Resource Management.
