Professional, scientific and technical services lead employment increases in April 2023

April 2023 saw a repeat of the same trends observed in 2022 with an increase in employment, led by Professional, scientific and technical services, and a drop in unemployment. Additionally, most other indicators are in a positive territory, particularly manufacturing sales, wholesale trade, international exports, restaurant receipts, and retail trade. Vehicle sales continue to increase driven by minivans, sport-utility vehicles, and light and heavy trucks.
In negative economic news, inflation remains stubbornly high at 5.5% which has led to a rise in interest rates, average weekly wage increases are below the rate of inflation, housing starts are in decline, building permits (a leading indicator of construction activity) are dropping, and the number of individuals of working age not participating in the labor force is on the rise.

Professional, scientific and technical services lead employment increases in April 2023
April 2023 saw a repeat of the same trends observed in 2022 with an increase in employment, led by Professional, scientific and technical services, and a drop in unemployment. Additionally, most other indicators are in a positive territory, particularly manufacturing sales, wholesale trade, international exports, restaurant receipts, and retail trade. Vehicle sales continue to increase driven by minivans, sport-utility vehicles, and light and heavy trucks.
In negative economic news, inflation remains stubbornly high at 5.5% which has led to a rise in interest rates, average weekly wage increases are below the rate of inflation, housing starts are in decline, building permits (a leading indicator of construction activity) are dropping, and the number of individuals of working age not participating in the labor force is on the rise.

Total average year-to-date employment in Saskatchewan was up by 1.8% or 10,225 positions in April 2023 over the same period in 2022.
- Year-to-date employment in April 2023 was up over the same period in 2022 in Resource Extraction (1,275), Utilities (1,400), Wholesale and Retail Trade (425), Transportation and warehousing (1,150), Professional, scientific and technical services (5,225), Educational services (2,000), Health care and social assistance (3,175), Information, culture and recreation (925), Accommodation and food services (2,000), and public administration (775).
- Year-to-date employment in April 2023 was down in Agriculture (-1,500), Manufacturing (-100), Finance, insurance, real estate and leasing (-525), Business, building and other support services (-1,775), and other services (-250).
So far, in 2023 the majority of year-to-date employment gains have been in full-time employment (7,900) with part-time positions increasing by 2,275.
The average year-to-date unemployment rate moved from 5.7% in April 2022 to 5.0% in April 2023. Year-to-date, the average number of unemployed is down (-3,850) to 30,500 in April 2023 from 34,350 in April 2022. In addition, the number of those of labour force age but not in the labour force increased by 15,125 over the same time period as a number of job seekers withdrew from the labour market as job as growth slowed slightly.
Among Economic Regions, Economic Region 20 (Swift Current-Moose Jaw) had the highest annual average increase in employment in April 2023 at 8.3% followed by Prince Albert and the North at 3.7%. Economic Region 20 (Swift Current-Moose Jaw) also had the lowest unemployment rate at 4.0% followed by Saskatoon-Biggar at 4.4%.
Year-to-date, February 2023 average weekly earnings are up 1.4% over February 2022.
- Sub-sectors that posted increases were: Goods producing industries (3.4%), Mining, quarrying, and oil and gas extraction (1.6%), Construction (1.6%), Manufacturing (5.8%), Service producing industries (0.7%), Transportation and warehousing (1.1%), Information and cultural industries (0.5%), Finance and insurance (17.5%), Real estate and rental and leasing (11.2%), Professional, scientific and technical services (1.5%), Administrative and support, waste management and remediation services (5.9%), Health care and social assistance (1.1%), Arts, entertainment and recreation (4.6%), and other services (except public administration) (1.2%).
- Sub-sectors that posted decreases were: Trade (-0.5%), Management of companies and enterprises (-5.2%), Educational services (-1.9%), Accommodation and food services (-7.6%), and public administration (-1.6%).

On June 7, the Bank of Canada raised its benchmark interest rate by .25 basis points to 4.75 per cent. This is the first time that Canada's central bank has raised its trend-setting interest rate since January, when the bank signaled it would conditionally pause its aggressive campaign of rate hikes to tame inflation. After cutting its lending rate to near zero early in the COVID-19 pandemic, the Bank of Canada has raised its benchmark interest rate nine times since March 2022.
According to the Conference Board of Canada in its forecast, GDP is predicted to slow down significantly from the 7.9% increase in 2021 to 3.6% for 2022.

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in March 2023 over March 2022 was 5.5%. The largest contributors were food (9.8%) and transportation (7.5%).
February 2023 year-to-date retail trade is up by 7.0% over the same period in 2022.
- Sub-sectors that posted increases were: New car dealers (27.5%), Gasoline stations (8.1%), Electronics and appliance stores (15.0%), Health and personal care stores (14.6%), Clothing and clothing accessories stores (5.5%), Sporting goods, hobby, book and music stores (11.5%), Grocery stores (8.1%), Beer, wine and liquor stores (2.9%), and General merchandise stores (11.4%),
- Sub-sectors that posted decreases were: Used car dealers (-15.1%), Furniture and home furnishings stores (-3.3%), Building material and garden equipment and supplies dealers (-23.5%), and All other (-50.9%).
February 2023 year-to-date new motor vehicle (units) sales were up 3.1% from February 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 4.4% while new passenger cars sales were down (-11.9%).
February 2023 year-to-date restaurant receipts were up 23.3% over the same period in 2022.
- All categories posted increases: Special food services (51.8%), Drinking places (alcoholic beverages) (27.7%), Full-service restaurants (24.7%), Limited-service eating places (19.7%).

April 2023, total year-to-date housing starts are down by (-13) units or (-1.2%) over the same period in 2022.
- Year-to-date increases were observed in apartment and other types (278 units or 61.8%).
- Year-to-date declines were noted in singles (-199 units or -47.0%), semi-detached (-3 units or -9.4%), and row (-89 units or -60.1%).
The average year-to-date Housing Price Index Benchmark Composite Price is down from $320,000 in April 2022 to $318,133 in April 2023 or (-0.6%) as higher lending rates continue to impact what buyers are able to purchase.
March 2023 year-to-date building permits are down (-28.1%) over the same period in 2022.
- Sub-sectors that posted increases were industrial (90.5%) and institutional and governmental (8.3%).
- During the same time period, residential (-44.7%) and commercial (-42.7%) posted declines.
