Manufacturing sales, wholesale trade, and international exports lead sector growth in July 2023

July 2023 saw a moderation in the rate of employment growth. Despite this, the overall trend in employment remains positive, led by Professional, scientific and technical services and both the unemployment rate and the number of unemployed continue to be low. The bulk of other indicators are positive, notably manufacturing sales, wholesale trade, international exports, restaurant receipts, non-residential building permits, and new car sales, after months of decline, are finally showing some signs of life.
Downside risks include inflation remaining stubbornly high at just less than 5% which has led to a rise in interest rates, average weekly wage increases are below the rate of inflation, housing starts are in decline, and the number of individuals of working age not participating in the labor force is on the rise. Finally, the percentage increase in retail trade is below the rate of inflation suggesting the retail trade is declining in real terms.

July 2023 saw a moderation in the rate of employment growth. Despite this, the overall trend in employment remains positive, led by Professional, scientific and technical services and both the unemployment rate and the number of unemployed continue to be low. The bulk of other indicators are positive, notably manufacturing sales, wholesale trade, international exports, restaurant receipts, non-residential building permits, and new car sales, after months of decline, are finally showing some signs of life.
Downside risks include inflation remaining stubbornly high at just less than 5% which has led to a rise in interest rates, average weekly wage increases are below the rate of inflation, housing starts are in decline, and the number of individuals of working age not participating in the labor force is on the rise. Finally, the percentage increase in retail trade is below the rate of inflation suggesting the retail trade is declining in real terms.

Year-to-date employment in July 2023 was up over the same period in 2022 in Resource Extraction (1,629), Utilities (1,229), Manufacturing (186), Transportation and warehousing (2,971), Professional, scientific and technical services (4,571), Business, building and other support services (486), Educational services (2,143), Health care and social assistance (2,200), Information, culture and recreation (557), Accommodation and food services (1,200), and public administration (586).
Year-to-date employment in July 2023 was down in Agriculture (-2,757), Wholesale and Retail Trade (-586), Finance, insurance, real estate and leasing (-400), and other services (-1,243).
- Year-to-date July 2023 construction employment was down -5,629 or -11.7% from the same period in 2022 in tandem with slowing residential construction.
- So far, in 2023 the majority of year-to-date employment gains have been in full-time- employment 5,886 with part-time positions increasing by 1,129.
- The average year-to-date unemployment rate moved from 5.0% in July 2022 to 4.8% in July 2023.
- Year-to-date, the average number of unemployed is down -700 to 29,771 In July 2023 from 30,471 in July 2022. In addition, the number of those of labour force age but not in the labour force increased by 16,243 over the same time period as employment growth moderated.
Among Economic Regions, Economic Region 20 (Swift Current-Moose Jaw) had the highest annual average increase in employment in July 2023 at 3.1% followed by Economic Region 50-60 (Prince Albert and North) at 1.9%. Economic Region 20 (Swift Current-Moose Jaw) also had the lowest unemployment rate at 3.7% followed by Economic Region 30 (Saskatoon-Biggar) at 4.5%.
Year-to-date, May 2023 average weekly earnings are up 2.3% over May 2022.
- Sub-sectors that posted increases were Goods producing industries (4.6%), Mining, quarrying, and oil and gas extraction (2.4%), Construction (4.1%), Manufacturing (6.0%), Service producing industries (1.5%), Trade (1.5%), Transportation and warehousing (2.3%), Information and cultural industries (2.1%), Finance and insurance (7.6%), Real estate and rental and leasing (5.8%), Professional, scientific and technical services (1.1%), Administrative and support, waste management and remediation services (3.0%), Health care and social assistance (2.8%), Arts, entertainment and recreation (2.6%), and other services (except public administration) (5.3%).
- Sub-sectors that posted decreases were Management of companies and enterprises (-5.9%), Educational services (-1.7%), and Accommodation and food services (-9.2%).

On June 7, the Bank of Canada raised its benchmark interest rate by .25 basis points to 4.75 per cent. This is the first time that Canada's central bank has raised its trend-setting interest rate since January, when the bank signaled it would conditionally pause its aggressive campaign of rate hikes to tame inflation. After cutting its lending rate to near zero early in the COVID-19 pandemic, the Bank of Canada has raised its benchmark interest rate nine times since March 2022.
According to the Saskatchewan Finance in its 2023-2024 budget forecast, real GDP is predicted to slow down significantly from the 4.8% increase in 2021 to 1.3% for 2022 and 1.8% in 2024.

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in June 2023 over June 2022 was 4.9%. The largest contributors were food (9.3%) shelter (6.8%) recreation, education and reading (7.6%), and Health and personal care (6.9%).
May 2023 year-to-date retail trade is up by 2.2% over the same period in 2022.
- Sub-sectors that posted increases were new car dealers (18.6%), Furniture and home furnishings stores (2.6%), Building material and garden equipment and supplies dealers (25.3%), Health and personal care stores (9.7%), Clothing and clothing accessories stores (2.2%), Sporting goods, hobby, book and music stores (11.7%), Beer, wine and liquor stores (5.2%), and General merchandise stores (6.7%).
- During the same time period, used car dealers (-22.0%), Gasoline stations (-9.3%), Electronics and appliance stores (-0.2%), Grocery stores (-9.29%), and all other (-18.9%) posted declines.
May 2023 year-to-date new motor vehicle (units) sales were up 2.7% from May 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 3.9% while new passenger cars sales were down -10.7%.
May 2023 year-to-date restaurant receipts were up 15.8% over the same period in 2022. Within restaurant receipts all sub-categories saw year-to-date increases: Special food services (35.5%), Drinking places (alcoholic beverages) (10.5%), Full-service restaurants (14.0%), and Limited-service eating places (15.4%).

Year-to-date declines were noted in singles (-344 units or -42.9%) and row (-107 units or -38.4%).
The average year-to-date Housing Price Index Benchmark Composite Price is down from $326,929 in July 2022 to $324,700 in July 2023 or -0.7% as higher borrowing costs reduce demand for resale homes.
