Manufacturing sales, wholesale trade, and international exports lead sector growth in July 2023

August 2023 saw a stabilization of the annual average rate of employment growth at 1.2%. Growth has been led by employment in Professional, scientific and technical services industry and both the unemployment rate and the number of unemployed continue to be low. Most of the other indicators are in decline or showing signs of slowing: housing starts, building permits, and manufacturing sales are in decline while exports, retail trade, and new car sales are posting only anemic growth. Only wholesale trade and restaurant receipts are maintaining a solid upward trajectory.
Inflation remains stubbornly high at just less than 5% which has led to a rise in interest rates, average weekly wage increases are below the rate of inflation, and the number of individuals of working age not participating in the labor force is on the rise amid low employment growth.

Manufacturing sales, wholesale trade, and international exports lead sector growth in July 2023
August 2023 saw a stabilization of the annual average rate of employment growth at 1.2%. Growth has been led by employment in Professional, scientific and technical services industry and both the unemployment rate and the number of unemployed continue to be low. Most of the other indicators are in decline or showing signs of slowing: housing starts, building permits, and manufacturing sales are in decline while exports, retail trade, and new car sales are posting only anemic growth. Only wholesale trade and restaurant receipts are maintaining a solid upward trajectory.

Year-to-date employment in August 2023 was up over the same period in 2022 in Resource Extraction (1,538), Utilities (1,088), Manufacturing (225), Transportation and warehousing (3,313), Professional, scientific and technical services (4,613), Business, building and other support services (1,100), Educational services (2,288), Health care and social assistance (1,550), Information, culture and recreation (613), Accommodation and food services (1,138), and public administration (363).
Year-to-date employment in August 2023 was down in Agriculture (-2,963), Wholesale and Retail Trade (-850), Finance, insurance, real estate and leasing (-500), and other services (-1,350).
- Reflecting weak new home construction and permitting data, year-to-date August 2023 construction employment was down -5,325 or -11.0% from the same period in 2022.
- So far, in 2023 the majority of year-to-date employment gains have been in full-time- employment (6,162) with part-time positions increasing by 550.
- The average year-to-date unemployment rate was unchanged from August 2022 at 5.0% in August 2023.
- Year-to-date, the average number of unemployed is up 200 to 30,975 in August 2023 from 30,775 in August 2022. In addition, the number of those of labour force age but not in the labour force increased by 16,063 over the same time period as a number of job seekers withdrew from the labour force amid slow employment growth.
Among Economic Regions, Economic Region 10 (Regina-Moose Mountain) had the highest annual average increase in employment in August 2023 at 2.1% followed by Economic Region 20 (Swift Current-Moose Jaw) at 1.5%. Economic Region 20 (Swift Current-Moose Jaw) had the lowest unemployment rate at 3.8% followed by Economic Region 30 (Saskatoon-Biggar) at 4.5%.
Year-to-date, June 2023 average weekly earnings are up 2.4% over June 2022.
- Sub-sectors that posted increases were: Goods producing industries (4.7%), Mining, quarrying, and oil and gas extraction (2.6%), Construction (4.7%), Manufacturing (5.4%), Service producing industries (1.5%), Trade (1.7%), Transportation and warehousing (2.8%), Information and cultural industries (3.2%) Finance and insurance (5.8%), Real estate and rental and leasing (5.4%), Professional, scientific and technical services (2.4%), Administrative and support, waste management and remediation services (3.7%), Health care and social assistance (2.4%), Arts, entertainment and recreation (2.7%), and other services (except public administration) (5.4%).
- Sub-sectors that posted decreases were Management of companies and enterprises (-5.7%), Educational services (-1.6%), and Accommodation and food services (-8.4%).

On June 7, the Bank of Canada raised its benchmark interest rate by .25 basis points to 4.75 per cent. This is the first time that Canada's central bank has raised its trend-setting interest rate since January, when the bank signaled it would conditionally pause its aggressive campaign of rate hikes to tame inflation. After cutting its lending rate to near zero early in the COVID-19 pandemic, the Bank of Canada has raised its benchmark interest rate nine times since March 2022.
According to the Saskatchewan Finance in its 2023-2024 budget forecast, real GDP is predicted to slow down significantly from the 4.8% increase in 2021 to 1.3% for 2022 and 1.8% in 2024.

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in July 2023 over July 2022 was 4.6%. The largest contributors were food (9.0%), shelter (6.7%), recreation, education and reading (7.7%), and Health and personal care (6.8%).
June 2023 year-to-date retail trade is up by 1.3% over the same period in 2022.
- Sub-sectors that posted increases were new car dealers (16.0%), Furniture and home furnishings stores (2.5%), Building material and garden equipment and supplies dealers (7.2%), Health and personal care stores (9.8%), Clothing and clothing accessories stores (2.1%), Sporting goods, hobby, book and music stores (9.9%), Beer, wine and liquor stores (2.4%), General merchandise stores (7.7%), and all other (2.8%).
- During the same time period, used car dealers (-21.7%), Gasoline stations (-11.8%), Electronics and appliance stores (-1.3%), and Grocery stores (-11.82%) posted declines.
June 2023 year-to-date new motor vehicle (units) sales were up 0.5% from June 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 1.7% while new passenger cars sales were down -11.5%.
June 2023 year-to-date restaurant receipts were up 14.8% over the same period in 2022. Within restaurant receipts, all sub components increased: Special food services (31.6%), Drinking places (alcoholic beverages) (10.4%), Full-service restaurants (13.3%), and Limited-service eating places (14.6%).

Year-to-date increases were observed in semi-detached (16 units or 15.7%) and apartment and other types (354 units or 27.8%). Year-to-date declines were noted in singles (-356 units or -39.1%) and row (-151 units or -44.9%).
The average year-to-date Housing Price Index Benchmark Composite Price is down from $327,225 in August 2022 to $325,088 in August 2023 or -0.7% as higher borrowing costs impact affordability and demand.
