Professional, scientific and technical services, transportation and warehousing, and education industries lead employment growth in end of 2023

The end of 2023 saw another advance in the annual average rate of employment growth to 1.7%. Growth has been led by employment in Professional, scientific and technical services industry and in full time positions. Despite surging employment, both the unemployment rate and the number of unemployed posted small increases. Housing starts, benefitting from a late surge in apartment/condo construction, are slightly ahead of 2022 levels. Wholesale trade, restaurant receipts, and building permits are well ahead of 2022. Most of the other indicators are in decline or showing signs of slowing: international exports and manufacturing sales are in decline while, retail trade and new car sales are posting only lackluster growth.
Inflation is easing at 4.2% but still at a level that precludes any interest rate easing. Average weekly wage increases are below the rate of inflation leading to weak retail activity and the number of individuals of working age not participating in the labor force is on the rise.

The end of 2023 saw another advance in the annual average rate of employment growth to 1.7%. Growth has been led by employment in Professional, scientific and technical services industry and in full time positions. Despite surging employment, both the unemployment rate and the number of unemployed posted small increases. Housing starts, benefitting from a late surge in apartment/condo construction, are slightly ahead of 2022 levels. Wholesale trade, restaurant receipts, and building permits are well ahead of 2022. Most of the other indicators are in decline or showing signs of slowing: international exports and manufacturing sales are in decline while, retail trade and new car sales are posting only lackluster growth.

Year-to-date employment in November 2023 was up over the same period in 2022 in Resource Extraction (855), Utilities (827), Manufacturing (955), Wholesale and Retail Trade (464), Transportation and warehousing (3,136), Professional, scientific and technical services (5,300), Business, building and other support services (2,255), Educational services (3,891), Information, culture and recreation (1,227), Accommodation and food services (300), and public administration (809).
Year-to-date employment in November 2023 was down in Agriculture (-3,255), Finance, insurance, real estate and leasing (-1,109), Health care and social assistance (-845), and other services (-1,164).
- Total average year-to-date employment in Saskatchewan was up by 1.7% or 9,664
- So far, in 2023 the majority of year-to-date employment gains have been in full-time- employment 10,236 with part-time positions decreasing by -591.
The average year-to-date unemployment rate moved from 4.7% in November 2022 to 4.8% in November 2023. Year-to-date, the average number of unemployed is up 755 to 29,618 in November 2023 from 28,864 in November 2022. In addition, the number of those of labour force age but not in the labour force increased by 13,382 over the same time period as slowing employment growth caused some individuals to withdraw from the labour market.
- Among Economic Regions, Economic Region 10 (Regina-Moose Mountain) had the highest annual average increase in employment in November 2023 at 3.1% followed by Economic Region 40 (Yorkton-Melville) at 2.5%.
- Economic Region 20 (Swift Current-Moose Jaw) had the lowest unemployment rate at 3.9% followed by Economic Region 30 (Saskatoon-Biggar) at 4.6%.
Year-to-date, September 2023 average weekly earnings were up 2.2% over September 2022.
- Sub-sectors that posted increases were Goods producing industries (4.0%), Mining, quarrying, and oil and gas extraction (0.2%), Construction (5.1%), Manufacturing (5.1%), Service producing industries (1.6%), Trade (2.4%), Transportation and warehousing (2.0%), Information and cultural industries (3.5%), Finance and insurance (2.9%), Real estate and rental and leasing (2.7%), Professional, scientific and technical services (3.4%), Administrative and support, waste management and remediation services (5.3%), Health care and social assistance (2.1%), Arts, entertainment and recreation (3.4%), and other services (except public administration) (4.1%).
- Sub-sectors that posted decreases were Management of companies and enterprises (-1.9%), Educational services (-0.6%), and Accommodation and food services (-6.4%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in October 2023 over October 2022 was 4.2%. The largest contributors were food (8.0%), shelter (6.5%), recreation, education and reading (8.2%), and Health and personal care (6.5%).
September 2023 year-to-date retail trade is up by 0.8% over the same period in 2022.
- Sub-sectors that posted increases were new car dealers (11.9%), Furniture and home furnishings stores (0.1%), Building material and garden equipment and supplies dealers (0.3%), Health and personal care stores (8.8%), Sporting goods, hobby, book and music stores (6.4%), General merchandise stores (7.8%), and all other (16.8%).
- During the same time period, used car dealers (-23.4%), Gasoline stations (-9.2%), Electronics and appliance stores (-1.5%), Clothing and clothing accessories stores (-0.5%), Grocery stores (-9.20%), Beer, wine and liquor stores (-7.7%) posted declines.
September 2023 year-to-date new motor vehicle (units) sales were up 0.7% from September 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 1.8% while new passenger cars sales were down -11.8%.
September 2023 year-to-date restaurant receipts were up 11.6% over the same period in 2022. All sub-categories posted increases: Special food services (23.7%), Drinking places (alcoholic beverages) (7.5%), Full-service restaurants (10.2%), and Limited-service eating places (11.7%).

Benefitting from a late year surge in apartment/condo starts, November 2023 total year-to-date housing starts are up by 21 units or 0.6% over the same period in 2022. Year-to-date increases were observed in semi-detached (44 units or 33.8%) and apartment and other types (412 units or 24.8%). Year-to-date declines were noted in singles (-257 units or -21.8%) and row (-178 units or -43.8%).
The average year-to-date Housing Price Index Benchmark Composite Price is down from $325,709 in November 2022 to $325,491 in November 2023 or -0.1% as higher borrowing costs negatively impact home demand.
October 2023 year-to-date building permits are up 10.5% over the same period in 2022. Sub-sectors that posted increases were residential (3.6%), industrial (32.0%), and institutional and governmental (66.7%). During the same time period, only commercial (-0.9%) posted a decline.
