Professional, scientific, and technical services industry leads surge in employment growth in first month of 2024

The first month of 2024 saw another uptick in the annual average rate of employment growth to 2.2%. Growth has been led by employment in Professional, scientific and technical services industry an in full time positions. However, the unemployment rate, the number of unemployed, and the number of individuals of working age not participating in the labor force are on the rise despite increasing employment. Housing starts opened 2024 with broad based gains across all sub-categories. Late 2023 saw wholesale trade, restaurant receipts, and building permits ahead of 2022 levels. Most of the other indicators are in decline or slowing: manufacturing sales and international exports and are in decline while retail trade and new car sales are posting only lackluster growth.
At 3.9%, inflation is showing clear signs of easing. Average weekly wage increases are below the rate of inflation leading to weak retail activity.

Year-to-date employment in January 2024 was up over the same period in 2023 in Manufacturing (700), Wholesale and Retail Trade (2,900), Transportation and warehousing (900), Professional, scientific and technical services (9,500), Business, building and other support services (2,500), Educational services (4,300), Information, culture and recreation (1,700), Other services (1,200), Public administration (900).
Year-to-date employment in January 2024 was down in Agriculture (-5,300), Resource Extraction (-1,300), Utilities (-400), Construction (-2,400), Finance, insurance, real estate and leasing (-500), Health care and social assistance (-900), and Accommodation and food services (-900).
- Total average year-to-date employment in Saskatchewan was up by 2.2% or 12,900 positions in January 2024 over the same period in 2023.
- So far, in 2024 the majority of year-to-date employment gains have been in full-time- employment (20,400) with part-time positions decreasing by -7,400.
The average year-to-date unemployment rate moved from 4.6% in January 2023 to 5.1% in January 2024.
Year-to-date, the average number of unemployed is up 4,100 to 31,800 in January 2024 from 27,700 in January 2023. In addition, the number of those of labour force age but not in the labour force increased by 9,900 over the same time period.
- Among Economic Regions, Economic Region 40 (Yorkton-Melville) had the highest annual average increase in employment in January 2024 at 7.5% followed by Economic Region 30 (Saskatoon-Biggar) at 6.3%.
- Economic Region 40 (Yorkton-Melville) had the lowest unemployment rate at 3.2% followed by Economic Region 20 (Swift Current-Moose Jaw) at 5%.
Year-to-date, November 2023 average weekly earnings are up 2.3% over November 2022.
- Sub-sectors that posted increases were Goods producing industries (3.4%), Construction (5.4%), Manufacturing (4.9%), Service producing industries (1.8%), Trade (1.7%), Transportation and warehousing (1.2%), Information and cultural industries (4.5%), Finance and insurance (2.5%), Professional, scientific and technical services (3.3%), Management of companies and enterprises (0.2%), Administrative and support, waste management and remediation services (6.0%), Educational services (0.1%), Health care and social assistance (3.4%), Arts, entertainment and recreation (5.6%), Other services (except public administration) (4.4%).
- Sub-sectors that posted decreases were Mining, quarrying, and oil and gas extraction (-1.0%), Real estate and rental and leasing (-0.7%), and Accommodation and food services (-2.5%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in December 2023 over December 2022 was 3.9%. The largest contributors were food (7.4%), shelter (6.3%), recreation, education and reading (8.4%), and Health and personal care (6.0%).
November 2023 year-to-date retail trade is up by 0.7% over the same period in 2022.
- Sub-sectors that posted increases were new car dealers (13.4%), Furniture and home furnishings stores (0.1%), Health and personal care stores (8.3%), Sporting goods, hobby, book and music stores (3.9%), General merchandise stores (6.2%), and all other (20.9%).
- During the same time period, used car dealers (-27.0%), Gasoline stations (-7.8%), Electronics and appliance stores (-3.3%), Building material and garden equipment and supplies dealers (-3.2%), Clothing and clothing accessories stores (-1.5%), Grocery stores (-7.81%), and Beer, wine and liquor stores (-13.6%) posted declines.
November 2023 year-to-date new motor vehicle (units) sales were up 5.3% from November 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 6.5% while new passenger cars sales were down -8.9%.
November 2023 year-to-date restaurant receipts were up 10.8% over the same period in 2022. Within restaurant receipts all sub-categories posted increases: Special food services (21.8%), Drinking places (alcoholic beverages) (4.7%), Full-service restaurants (9.1%), and Limited-service eating places (11.2%).

Year-to-date increases were observed in all sub-categories: singles (17 units or 43.6%), semi-detached (6 units or 300.0%), row (18 units or 100.0%), and apartment and other types (59 units or 83.1%).
The average year-to-date Housing Price Index Benchmark Composite Price is up from $316,300 in January 2023 to $319,600 in January 2024 or 1.0%.
December 2023 year-to-date building permits are up 11.4% over the same period in 2022. Sub-sectors that posted increases were residential (12.3%), industrial (33.8%), and institutional and governmental (24.1%). During the same time period, only commercial (-1.4%) posted a decline.
Year-to-date January 2024 construction employment was down -2,400 or -5.8% from the same period in 2022.
January 2024, total year-to-date housing starts are up by 100 units or 89.3% over the same period in 2023. Year-to-date increases were observed in all sub-categories: singles (17 units or 43.6%), semi-detached (6 units or 300.0%), row (18 units or 100.0%), and apartment and other types (59 units or 83.1%).
