The first 6 months of 2024 saw a moderation in the annual average rate of employment growth, remaining at 2.3% Growth has been led by employment in Professional, scientific and technical services industry, business services, Logistics, and education. However, the unemployment rate, the number of unemployed, and the number of individuals of working age not participating in the labor force are on the rise despite increasing employment. Housing starts opened 2024 with broad based gains across all sub-categories. However, recent months’ weaknesses in apartment/condo starts have driven year-to-date starts below 2023 levels. This is also mirrored in declines residential building permit activity. Exports are down against 2023 year-to-date figures as strength in energy exports failed to offset declines in farm and food products. Inflation is showing clear signs of leveling off at 1.5%. Average weekly wage increases are above the rate of spending and along with an ever-increasing population base, are influencing rebounding retail sales, motor vehicle sales and restaurant receipts.

However, the unemployment rate, the number of unemployed, and the number of individuals of working age not participating in the labor force are on the rise despite increasing employment. Housing starts opened 2024 with broad based gains across all sub-categories. However, recent months’ weaknesses in apartment/condo starts have driven year-to-date starts below 2023 levels. This is also mirrored in declines residential building permit activity. Year-to-date employment in June 2024 was up over the same period in 2023 in Resource Extraction (667), Manufacturing (700), Wholesale and Retail Trade (1,750), Transportation and warehousing (1,500), Professional, scientific and technical services (6,083), Business, building and other support services (2,317), Educational services (3,933), Information, culture and recreation (2,150), Accommodation and food services (1,383), and other services (250).
Year-to-date employment in June 2024 was down in Agriculture (-1,900), Utilities (-1,533), Construction (-1,233), Finance, insurance, real estate and leasing (-800), Health care and social assistance (-767), and public administration (-1,100).
- Total average year-to-date employment in Saskatchewan was up by 2.3% or 13,467 positions in June 2024 over the same period in 2023.
The average year-to-date unemployment rate moved from 4.7% in June 2023 to 5.5% in June 2024.
. Year-to-date, the average number of unemployed is up 5,783 to 34,983 In June 2024 from 29,200 in June 2023.
In addition, the number of those of labour force age but not in the labour force increased by 7,617 over the same time period amid increasing unemployment.
- Among Economic Regions, Economic Region 30 Saskatoon-Biggar had the highest annual average increase in employment in June 2024 at 5.3% followed by Economic Region 10 Regina-Moose Mountain at 3.8%.
- Economic Region 40 (Yorkton-Melville) and Economic Region 50-60 (Prince Albert and Northern) had the lowest unemployment rates at 5.0%.
Year-to-date, April 2024 average weekly earnings are up 2.7% over April 2023.
- Sub-sectors that posted increases were Goods producing industries (0.9%), Construction (3.3%), Manufacturing (0.6%), Service producing industries (3.2%), Trade (3.0%), Transportation and warehousing (4.5%), Information and cultural industries (3.5%), Professional, scientific and technical services (4.4%), Management of companies and enterprises (19.1%), Educational services (1.1%), Health care and social assistance (6.3%), Arts, entertainment and recreation (0.6%), Accommodation and food services (15.9%), and other services (except public administration) (4.2%).
- Sub-sectors that posted decreases were Mining, quarrying, and oil and gas extraction (-0.8%), Finance and insurance (-0.6%), Real estate and rental and leasing (-8.7%), and Administrative and support, waste management and remediation services (-2.1%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in May 2024 over May 2023 was 1.5%. The largest contributors were food (3.3%), shelter (4.0%), recreation, education and reading (8.0%), and Health and personal care (3.0%).
April 2024 year-to-date retail trade is up by 1.6% over the same period in 2023.
- Sub-sectors that posted increases were Gasoline stations (6.7%), Furniture and home furnishings stores (10.4%), Health and personal care stores (10.1%), Grocery stores (6.7%), General merchandise stores (6.5%), and all other (54.5%).
- During the same time period, new car dealers (-3.8%), Used car dealers (-25.1%), Electronics and appliance stores (-9.2%), Building material and garden equipment and supplies dealers (-25.4%), Clothing and clothing accessories stores (-0.4%), Sporting goods, hobby, book and music stores (-9.9%), Beer, wine and liquor stores (-41.3%) posted declines.
April 2024 year-to-date new motor vehicle (units) sales were up 19.5% from April 2023. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 20.0% while new passenger cars sales were also up 12.4%.
April 2024 year-to-date restaurant receipts were up 5.2% over the same period in 2023. Within restaurant receipts, Special food services (7.0%), Full-service restaurants (0.9%), and Limited-service eating places (8.5%) increased. At the same time, declines were noted in Drinking places (alcoholic beverages) (-4.1%).
