The first 4 months of 2024 saw a stalling of the annual average rate of employment growth at 2.2%. By industry, growth has been concentrated in Professional, scientific and technical services, Business, building and other support services, and educational services. However, the unemployment rate, the number of unemployed, and the number of individuals of working age not participating in the labor force are on the rise despite increasing employment as job growth is not keeping pace with labour force growth. Housing starts are up as are non-residential building permits while manufacturing sales and exports are down. With inflation at 1.7%, it can be viewed as being under control. Average weekly earnings are increasing at a rate slightly above the rate of inflation influencing positive (but slow) growth in retail sales as well as growth in restaurant receipts, motor vehicle sales, and wholesale trade.

Year-to-date employment in April 2024 was up over the same period in 2023 in Manufacturing (1,125), Wholesale and Retail Trade (1,425), Transportation and warehousing (2,650), Professional, scientific and technical services (7,100), Business, building and other support services (3,325), Educational services (3,825), Information, culture and recreation (2,075), Accommodation and food services (550), and Other services (125).
Year-to-date employment in April 2024 was down in Agriculture (-3,350), Resource Extraction (-100), Utilities (-1,150), Construction (-2,400), Finance, insurance, real estate and leasing (-925), Health care and social assistance (-225), and public administration (-1,600).
- Total average year-to-date employment in Saskatchewan was up by 2.2% or 12,550 positions in April 2024 over the same period in 2023.
The average year-to-date unemployment rate moved from 5.0% in April 2023 to 5.7% in April 2024
Year-to-date, the average number of unemployed is up 5,150 to 35,650 In April 2024 from 30,500 in April 2023.
In addition, the number of those of labour force age but not in the labour force increased by 9,075 over the same time period amid stalling employment growth.
- Among Economic Regions, Economic Region 30 (Saskatoon-Biggar) had the highest annual average increase in employment in April 2024 at 6.2% followed by Economic Region 10 (Regina-Moose Mountain) at 3.7%. Economic Region 20 (Swift Current-Moose Jaw) had the lowest unemployment rate at 4.8% followed by Economic Region 10 (Regina-Moose Mountain) at 5%.
- Year-to-date, February 2024 average weekly earnings are up 2.5% over February 2023. Sub-sectors that posted increases were Goods producing industries (1.2%), Construction (4.3%), Manufacturing (3.5%), Service producing industries (2.7%), Trade (3.3%), Transportation and warehousing (4.2%), Information and cultural industries (5.1%), Professional, scientific and technical services (4.1%), Management of companies and enterprises (18.6%), Educational services (0.3%), Health care and social assistance (5.4%), Arts, entertainment and recreation (1.5%), Accommodation and food services (16.5%), and other services (except public administration) (3.1%).
- Sub-sectors that posted decreases were Mining, quarrying, and oil and gas extraction (-2.4%), Finance and insurance (-4.2%), Real estate and rental and leasing (-9.9%), and Administrative and support, waste management and remediation services (-2.5%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in March 2024 over March 2023 was 1.7%. The largest contributors were food (3.5%), shelter (4.3%), recreation, education and reading (8.1%), and Health and personal care (3.1%).
February 2024 year-to-date retail trade is up by 2.1% over the same period in 2023.
- Sub-sectors that posted increases were Gasoline stations (3.5%), Furniture and home furnishings stores (18.9%), Building material and garden equipment and supplies dealers (13.7%), Health and personal care stores (8.0%), Grocery stores (3.5%), General merchandise stores (4.5%), and All other (39.1%).
- During the same time period, new car dealers (-1.8%), Used car dealers (-21.6%), Electronics and appliance stores (-6.0%), Clothing and clothing accessories stores (-1.3%), Sporting goods, hobby, book and music stores (-5.6%), and beer, wine and liquor stores (-38.5%) posted declines.
February 2024 year-to-date new motor vehicle (units) sales were up 14.7% from February 2023. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up/down 16.4% while new passenger cars sales were down -8.2%.
February 2024 year-to-date restaurant receipts were up 5.3% over the same period in 2023. Within restaurant receipts, Special food services (6.3%), Full-service restaurants (0.9%), and Limited-service eating places (8.7%) increased. At the same time, declines were noted in Drinking places (alcoholic beverages) (-3.9%).

Year-to-date declines were noted in apartment and other types (-46 units or -7.4%).
The average year-to-date Housing Price Index Benchmark Composite Price is up from $316,825 in April 2023 to $330,400 in April 2024 or 4.3%.
March 2024 year-to-date building permits are up 17.3% over the same period in 2023. Sub-sectors that posted increases were (limited) to industrial (459.1%), commercial (26.5%), and institutional and governmental (27.6%). During the same time period, residential (-47.3%) posted a decline.
