Professional, scientific and technical services, transportation and warehousing, and education industries lead employment growth in third quarter

November of 2023 saw a minor advance in the annual average rate of employment growth at 1.5%. Growth has been led by employment in Professional, scientific and technical services, transportation and warehousing, and education industries and in full-time positions. The unemployment rate stabilized at a very low 4.8% and the number of unemployed posted a minor advance of 380 persons. The bulk of the other major indicators posted a mixed bag of results: wholesale trade and restaurant receipts exceed expectations and building permits (a leading indicator of construction activity) are resurgent while housing starts, exports, and manufacturing sales are in decline and retail trade is barely keeping pace with 2022.
Inflation is showing signs of slacking at 4.5% but still remains well ahead of the Bank of Canada’s target which has led to a rise in interest rates. Average weekly wage increases are below the rate of inflation and the number of individuals of working age not participating in the labor force is on the rise amid slow employment growth.

November of 2023 saw a minor advance in the annual average rate of employment growth at 1.5%. Growth has been led by employment in Professional, scientific and technical services, transportation and warehousing, and education industries and in full-time positions. The unemployment rate stabilized at a very low 4.8% and the number of unemployed posted a minor advance of 380 persons. The bulk of the other major indicators posted a mixed bag of results: wholesale trade and restaurant receipts exceed expectations and building permits (a leading indicator of construction activity) are resurgent while housing starts, exports, and manufacturing sales are in decline and retail trade is barely keeping pace with 2022.

Year-to-date employment in October 2023 was up over the same period in 2022 in Resource Extraction (1,110), Utilities (830), Manufacturing (830), Wholesale and Retail Trade (230), Transportation and warehousing (3,230), Professional, scientific and technical services (5,040), Business, building and other support services (2,040), Educational services (3,740), Information, culture and recreation (980), and Accommodation and food services (330), and public administration (600).
Year-to-date employment in October 2023 was down in Agriculture (-3,240), Finance, insurance, real estate and leasing (-990), Health care and social assistance (-390), and other services (-1,160).
- Total average year-to-date employment in Saskatchewan was up by 1.5% or 8,700 positions in October 2023 over the same period in 2022.
- So far, in 2023 the majority of year-to-date employment gains have been in full-time- employment (7,744) with part-time positions decreasing by -256.
- The average year-to-date unemployment rate was unchanged from October 2022 at 4.8%. Year-to-date, the average number of unemployed is up 380 to 29,720 in October 2023 from 29,340 in October 2022. In addition, the number of those of labour force age but not in the labour force increased by 14,500 over the same time period as employment growth slowed.

- Economic Region 20 (Swift Current-Moose Jaw) had the lowest unemployment rate at 3.9% followed by Economic Region 30 (Saskatoon-Biggar) at 4.7%.
Year-to-date August 2023 average weekly earnings are up 2.4% over August 2022.
- Sub-sectors that posted increases were Goods producing industries (4.4%), Mining, quarrying, and oil and gas extraction (0.8%), Construction (6.0%), Manufacturing (5.0%), Service producing industries (1.6%), Trade (2.4%), Transportation and warehousing (2.2%), Information and cultural industries (3.7%), Finance and insurance (3.3%), Real estate and rental and leasing (3.1%), Professional, scientific and other technical services (3.4%), Administrative and support, waste management and remediation services (5.1%), Health care and social assistance (2.6%), Arts, entertainment and recreation (3.0%), and services (except public administration) (4.6%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in September 2023 over September 2022 was 4.5%. The largest contributors were food (8.3%), shelter (6.7%), recreation, education and reading (8.2%), and Health and personal care (6.7%).
August 2023 year-to-date retail trade was up by 0.7% over the same period in 2022.
- Sub-sectors that posted increases were new car dealers (13.2%), Furniture and home furnishings stores (1.3%), Health and personal care stores (9.6%), Clothing and clothing accessories stores (0.5%), Sporting goods, hobby, book and music stores (7.8%), General merchandise stores (8.5%), and all other (19.7%).
- During the same time period, used car dealers (-23.3%), Gasoline stations (-11.3%), Electronics and appliance stores (-2.0%), Building material and garden equipment and supplies dealers (-0.9%), Grocery stores (-11.29%), and Beer, wine and liquor stores (-5.6%) posted declines.
August 2023 year-to-date new motor vehicle (units) sales were down -0.2% from August 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 1.0% while new passenger cars sales were down -13.0%.
August 2023 year-to-date restaurant receipts were up 12.3% over the same period in 2022. All sub-categories posted increases: Special food services (26.3%), Drinking places (alcoholic beverages) (8.0%), Full-service restaurants (10.6%), and Limited-service eating places (12.3%).

October 2023, total year-to-date housing starts were down by -522 units or -16.3% over the same period in 2022. Year-to-date increases were observed in semi-detached (12 units or 10.0%) and apartment and other types (44 units or 2.8%). Year-to-date declines were noted in singles (-401 units or -36.7%) and row (-177 units or -45.9%).
The average year-to-date Housing Price Index Benchmark Composite Price is down from $326,460 in October 2022 to $325,600 in October 2023 or -0.3% as higher borrowing costs stifle demand.
